So I'm assuming he turns out cool later? I'm out four hours in and he's pretty much the silent, smartass, kind of guy. You know... He's exactly like all of the other main characters.

You have to look at this objectively. You can't say "Marcus is better, 'cause he's badass," even though he is. You can't say "Chief sucks, 'cause Halo 3 was derivative" even though it was.
Let's examine what each of these guys has done.
In terms of scope, Chief and Shepard definitely have an edge here. They've been all across the Milky Way, and in Chief's case, even outside of it. Marcus never left Sera. Gordon has only been off Earth once, to Xen, unless you count every time the G-man casts "astral projection." I don't count that, since Gordon never did anything there, except maybe play cards with Cpl. Shephard and some Vortigaunts.
In terms of importance in their respective organizations, Marcus definitely looses here. He's one of many, and not well known. Baird and Cole don't go "Holy s***, it's Marcus Fenix!" the way Marines do when they see the Chief, or resistance fighters do when they meet Freeman. Shepard's probably got the edge here. He's a commander of a top-of-the-line (though small) starship for Earth, and an agent of vast authority in the galaxy's highest government.
Looking at mission accomplishment, it's obviously the Chief, and that's why I think he wins. Master Chief has a huge advantage here, and that's that he's actually finished the fight. He beat the Covenant, and he beat the Flood, whereas Marcus is still fighting the Locust, Freeman's still fighting the Combine, and Shepard's still fighting the Reapers. Chief is napping in a sleeper pod, because after three games, Chief saw that his work was good, and he rested.
