I think it's well worth 15, if not 20. I always liked the whole biker thing but in GTA4 motorcycles were often hard to come by, especially the particular one you wanted and they were also easy to lose. I like how in this one you get a lot more options in terms of motorcycles so it gives you more freedom to explore that angle. Seems like a lot of fun to me.
I loved it personally, the story was pretty good and the tweaks to the gameplay of the motorcycles and the multiplayer made it a lot of fun. Johnny was a pretty cool character too.
