They're similar but different. GTA4 has a very serious and dark overtone to it (without DLC, I haven't tried it). Saints Row 2 is a pretty jovial game with a lot more of a humorous undertone and light hearted look at the crime world. Both are really good. I didn't play through much of Saints Row 2 since my friend rented it and we played it there, but I had a lot of fun with it while I was more engaged in GTA4. In conclusion, GTA 4 will provide an engaging and deep experience in a very serious and dark environment while Saints Row 2 has a lot of fun and brighter environment.
Saints row 2 is much better. roaming around and destroying random cars was never more fun. GTAIV is good, but it feels too serious and controls are too hideous to have fun. If I were you, I'd get saints row 2.
I loved GTAIV and The Lost and Danmed. I'm looking forward to The Ballad of Gay Tony. I thought Saints Row 2 was terrible. By far one of the worst games I've played on 360. I had more fun with King Kong.
I have both and play SR2 more. overall its more fun because there is more to do in the city. More customizations, more city interactions and the best part is co-op. Playing Co-op through missions or roaming around the city with a freind is a blast. The GTA campaign was repetative but online multiplayer makes up for the purchase.
