It's overrated... but an overrated GTA game is still better than 90% of what else comes out. The level of detail in the city is amazing, but the character models are still a bit lousy and poorly animated. The soundtrack is hit or miss... but it has a station essentially devoted to Bob Marley (with a couple of tracksby his children that sound exactly like him), the funk station is really good (Meters, Fela Kuti, Gil Scott Heron), the classic rock station has The Stooges on it (nuff said) and there's an Eastern European station that's got a couple of catchy tunes on it. It also has a jazz station that is phenomenal, if you're into that kind of thing.
There are AI problems (particularly driving), there's cops literally everywhere, which can make escaping even a 1-star wanted level cumbersome, the storyline takes itself way too seriously... I mean, it's not a perfect game by any stretch, but I'd recommend it to anyone who liked GTA III, Vice City or San Andreas.
