I really, really doubt it. You think MicroSoft would let Bungie make this? Not a chance. Because of their strict policies, they won't let games have moddable content. It looses out on crappy microtransactions. Just look at Unreal Tournament III. I'm sure Forge was a stretch.

That's sounds reasonable, but when you consider the fact that they could've just restricted mods from the PC and PS3 but still let Xbox 360 users MAKE THEIR OWN mods, which would've made sense. But even after 6+ months of negotiations, MS didn't let up on any fronts which make it seem like we won't be seeing a map editor. Guess you never know though.
I find myself now asking the question of not "How awesome will it be?", but "How much will it cost?" If this is free, I'll probably start playing Halo 3 again.Aaron89

Perhaps one would think Bungie would fine tune a map editor for the precious 360 to rune smoothly in order to gain a huge feature for the almighty Halo 3? :P
This could be two things.
One it comes as a seperate program that we download to PCs. Making a map is something that ordinary gamers can't do. It requires much more work than you can believe.
The second, it comes bundeled or seperate but along side a PC release of Halo 3. That would make more sense as Halo 2 came for the PC bundled with a Map Editor. Hopefully now with the new infastructure of the Xbox 360, we can port maps from a PC version to the 360 version, but the way the matchmaking is set up, this would be difficult to implement.
