I personally suck at it. I just finished a few missions on Legendary in co-op and I ended each mission with about 50-200 points while my teammates had like 2000-6000 each time.
I find the easiest way to get the 15000 points is on Heroic with a few skulls turned on. If you are playing with other people then you basically are all hurting each other's chances of getting the right amount of points.

do they have to be the gold skulls or can they be the silver ones too?
Its not really too hard, I beat the first mission on normal with about 5 or 6 skulls on and I had about 25,000 points, and you only need 15,000. Also remember you get a 3x bonus if you beat the level pretty fast.
I know its easy to get it, but under my new GT (old one got hacked so im trying to replay it) I have to beat the game again on Legendary, and my friend said he would do the metacampaign and all I have to do is stand back so he respawns.
I was just wondering if team scoring would also get the achievement, not that I really care for it.

You can put up to five skulls on, those are what help you the most. You don't even have to do it on legendary to get the points.
