I've found all the terminals, even the hidden one in the Cortana mission, and I still dont have the achievement. I accessed them and scrolled through all the text. You dont need the cortana one. But you need to read all of it aswell. I found all to. But I dident get the achivment. But i did it again, and read every last bit of every terminal. Random order. And i got it. I think i did it on Normal. But i dont think that is nessersery. When you get to the last page. Just scroll back, and do it over. and just incase, When the last thing comes, the Six edged things and it starts going around, then there is some more textafter that.
Go through and get them again. Go to the last page of the each time, and wait for it to 'time out' (flash red etc) wait till it re-directs you to the next part then read that too.
None of them went to the second part for me the first time I found them. And it only needs 7 for the achievement (3 on ark, 3 on covernant and 1 on halo). It's how I got the achievement,hope it helps.
We can finally put this post to rest. I've got the achievement!!! I did it on EASY!!! The trick is to wait until the terminal turns red and goes to the next message. Once at the next message, then you can leave and head to the next terminal.

theres a hidden one on the cortana mission? where's it at? that place has so many different paths lol
