Big Daddies are hardcore but if a guy wearing a twill suit can kill them in the 1960's with a revolver, I think a bionic super human with blaster rifles can handle them.

actually he is a spartan who was trained for combat since birth and his suit gives him added abilities.

Master Chief would definitely win...especially since you didn't say anything about weapons so he could just use a rocket launcher.
