Hosts should be able to "ban" as well as kick

When you are host, and there is a player you and/or the room you are hosting does not like, you may be able to kick that player. But this just simply disconnects the player from the room, and he may easily keep coming back. This is unfortunate in a game like Gears of War, where I sometimes kick a last-place player in order to make room for one of my friends, but before my friend can join the kicked player keeps coming back. To address this, there should be an option to "ban" a player as well as kick them. A "ban" means that the player will not be able to come back to the room for a set period of time, given by the host. This can range from 5 minutes to indefinite. However, regardless of the length, the ban only applies as long as the room is active. If the room is closed (i.e. the host leaves), the banned player will be able to join any other room the host creates (though the host prolly won't like it).

yeah actually kicking isn't very effective in many games cause they'll just rejoin

i agree with a ban feature.  i hate a team killer that keeps rejoining,  many games are like this such as BF2 and Gears and a few times on R6V  i think that if they are kicked the computer shouldnt let them rejoin the game for an obvious reason of being kicked instead of an all out ban.  that might work better because the ban could and most likely will be exploited.

I believe if you go to the xbl dashboard, select the that player. and give him a bad review, it will not that let that player get into games you are hosting.  I think thats how its supposed to work anyways.  Not quite sure if it does.  I haven't seen people in my games whom I have given bad player reviews.

yes you can ban someone.

just go to list of players then go to submit player review set it on avoid this player.

he will not be able to come back in to your server

If they are on your friends list, its different.  They can keep coming back, but if they are not on your friends list they shouldnt come back.  Auron has the same advice I had.

you know you can reserve a certain number of private slots and keep some public ones open for anyone to join right?

what if i beat some dude at a game 9 out of ten matches and he gets poed and bans me?? im thinking this is a bad idea...

i get kicked all the time for doing well in player matches.... that's why i don't play player matches, unless it's with my friends.  if you get kicked why would you want to go back to the same match anyhow?
