If you want to have a high level character just to show off to your friends or to fight a wider range of enemies.
Create a mage character (or at least a character with conjuration, illusion, mysticism and restoration), and keep casting the spells, after a while you'll see you level up much faster than usual. It is better off to do this in a area next to a bed you can sleep in (such as a inn, or a guild you belong to).
If you find you run out of magika quickly, just sleep for one hour on the bed. It took me about two hours of doing this to get me up to level 10.
The leveling up in Oblivion is accually quite easy since you don't even need to accually apply a skill in order to get it higher, you just have to use it. Ex. For sneaking, just hit the left stick and walk around. You will level it up at the same rate you would pickpocketing or breaking intoo houses. The only skill this doesn't apply to is blade. You can't just swing your blade around and expect to get it higher.
Anyway, to level up you need to increase each of you major skills by 10 points. Then when it gives you a message saying to meditate on what you've learned, just sleep somewhere. And don't sweat it, it took me a long time to figure it out too. Also, if you don't know this, its really helpful: you can quick travel to certain areas by putting the cursor over them and hitting a. One of my main problems with the game was that it took too d@** long to get anywhere. Now it is one of my all-time favorite games.
