How do I make the full syncronization bar in Assassins Creed?

Do all eagle drop (very fun), save all citizens (helps when running away), and missions. Trust me if you do the first two you be set for life in the game.

just keep progressing in the game and by doing main and side missions you wil eventually get it.

You won't get full sync till the end of memory block 4 there abouts. That's providing you do all of the SIDE missions such as saving citizens, pickpocketing etc. Just carry on and complete these, even after the game says you can now go to the beareau. That's what i did anyhow :)

No - you are confusing synchronisation with health bar. You won't be able to max your health bar to 20 units until around memory block 4. Synchronisation bar is linked to doing side quests and all the parts of an investigation before you do the assassination. Full syncronisation occurs when all of the bars about your investigation are filled in. The blue bars don't count towards it - they are things like finding the flags. Doing the blue bars will help towards earning you more health, but aren't need for full sync.

Death = Losing Sync with the Memory. Full Heath = Fully in Sync with Memory. So, Health Bar = Sync Bar. It is indirectly linked to doing side missions, since doing missions eventually adds another bar of synchronization.
