try pressing left and right on the d pad if you have any guns thats were they will be, if you dont go to a gun store and buy them, or kill cops or crooks to get their guns, or steal a cop car and you get the shotgun from the car
Once you get far enough in the story you won't even need the gun store. Right now i only use it for body armor, and i have a knife, pistol, cop smg(not sure what it's called), combat shotgun, ak-47, the not combat sniper, and 8 grenades. They all become dropped by the guys in the missions frequently.
Little Jacob gives you a gun on his first mission, it also acts as your basic shooting tutorial. Later on you can just go to one of the underground gun stores and buy your guns.
