I passed on Fallout NV when it was released because of all the technical problems, now I'm looking to pick it up but what is the game like now? Has there been patches, how many technical issues are there? Cheers. :P

There have been some "patches". I use quotation marks because the patches have barely salvaged the game.
Still freezes on me a lot. About 30% of the time I get stuck in V.A.T.S. mode. A few quests I've tried have bugged on me as well. Screen sometimes freaks out. Sometimes random noises would happen like loud garage doors shutting. Enemies and companions get stuck in the geometry
I aint even patched mine and have had only minor glitches and one freeze up. its totally worth the 40 bucks i spent on it and you might even get a pre owned for cheap.:D
I have problems from time to time, but overall it really hasn't ruined with the experience. Just a few freezes, objects in the world freaking out, and for some reason, invisible kitchenware appearing apearing at HELIOS I...
the only glitches i had issues with (bought it on day 1) was the radscorpions falling through the ground, and occasional freezing (personally, nothing to ruin the game for me) and after the the second patch I didn't have issues after that but I haven't played since november
I never had a single problem with the game... apart from the fact that it's too long and not, overall, as good as Fallout 3.

I doubt there is anyone that didn't experience the "jumping arms" while holding a rifle, and from what I've heard it still does it. I might put the game in tonight to see if they could even fix that.
