I have a friend who has already changed his tag seven times. That's $70 right there. He started with the tag 'RazzleDazzle' and he went through about seven other names. KSI Razzy, t0pSHOT, a bunch of others. It was ridiculous.
First of all its definitely more than 1% of gamers who change their tag. Second, there are many gamers who change their tags more than once. In fact I've had at least 5 or 6 of my 80 friends change their tag, one of them changing theirs like 7 times (no joke). My friend's - brother's - Mom changed her gamertag like 3 times. So I would have to say Microsoft has made about 350 billion dollars on gamertag name changes.
