On the Xbox I would go where it says "test connection" (forgot where yo ucan find that on your guide).
It will go through tests and then it should pick out where the problem is if it fails during the test.
(make sure you have automatic on so you do not have to plug in your infromation)
If you pass the test, I would try a friend's router and see if it still acts the same.
If it does then most likely it's the something within the xbox.
If it works fine on your friend's router then it is your internet.
If oyur internet on your computer is solid and acts "normal" then i do not know.
I am assuming you have a wired conenction between your router and 360.
Try a different wire.
If nothing works call xbox, your router's company, or your internet provider.
