I was woundering when you beat the game and your guy is fully maxed out on experince and stuff do you have to start a completley new game or does your guy stay the same when done the game? and is their still bad guys to fight or do you have to start all over from the beginnig? Is it a never ending game

Once you finish the game, you have the option of putting on crime or not when hosting/playing a game. Your guy will stay the same, you won't loose anything.

It basically lets you free roam and do whatever you want with all your stats. You have a choice on whether or not you want gangs around, but the gang bosses will still be gone. The only real way to truly start over is by erasing your save or playing on another profile.

You can also do time trials btw, if you want to get the co-op achievement, or want to kill bosses again.

You can keep playing with that character and his maxed stats, but there really isn't anything left to do. The Co-op is kinda cool but time trials and everything else is boring. I got all I wanted out of Crackdown in less than 4 days.
