I think Borderlands is a safe bet; it'll get good reviews. It'll be better than Fallout 3 in some ways, Fallout 3 will be better in others. Borderlands is more a shooter with rpg elements while Fallout 3 is more of an RPG with shooter elements.
Borderlands will be better in terms of shooting mechanics and controls. Unlike Fallout 3, in Borderlands you can look down the iron sights of your gun to aim. Borderlands will have a much wider variety in weapons, other gear, and enemies. Enemies don't scale to your level in Borderlands. You can't max out all your character's skills in Borderlands. This forces you to make choices/think, gives you a chance to vary how you build your character, allows for differences in multiple playthroughs, and makes it so everyone's character isn't the same. Borderlands has vehicles, allows you to respec your skills for a price and has varying environments including desert, snowy, and alien areas. Borderlands has more quests although they're probably not as deep. Borderlands has thousands of different shields to find although they don't alter your appearance. The map in Borderlands will be bigger. Borderlands has bosses that can be fought repeatedly. Unlike in Fallout 3 you can't fast travel from anywhere to locations you've discovered but have to teleport from specific locations. Borderlands has co-op and pvp muliplayer. Whether you hit an enemy or not in Borderlands is based on skill alone and not a dice roll like in Fallout 3.
Fallout 3 had deeper quests, and deeper stories. Interacting with npcs was deeper with dialogue trees. The environment in Fallout 3 was more interactive, you could pick up alot of different stuff although alot of it was useless. Fallout 3 allowed you to switch between first and third person perspectives. Fallout 3 had armor as opposed to shields, although there weren't many different kinds of armor to find, it did alter your appearance unlike the shields in Borderlands. Fallout 3 allowed for deeper character customization. This included your appearance, SPECIAL, skills and perks. Fallout 3 had VATS. You could fast travel from anywhere in Fallout 3.
Fallout 3 had one open map, while Borderlands has multiple connected open maps and later areas need to be unlocked
Both games have great looking graphics but Fallout 3 was more photorealistic.
Which is better is a matter of preference.
