I know when you buy Fable off of XBL you don't get the expansion. So if you want that, I'd go with getting it at a store. As for which game you should buy, I'm not sure what KOTR is, if it's Knights of the Old Republic, I would say get them both. They are both pretty cheap now.
The fable on the disk has bonus content that downloading dosn't give you.Also as far as recomding you a game I'd say get Kotor it's one of the most fun games I've ever played.
