Is Halo 2 really better then Halo 3? (Some people say)

Yes Halo 2 is way better than Halo 3 and you can play it on the 360, Tons of people still play it and will for a long time.

the only reason i maybe would prefer halo 2 is because the maps are 100% better

Nah Halo 3 is better, better graphics innit.

Camapaign - Halo 2 is longer and arguably better.

Multiplayer - Halo 3 wins hands down for many reasons. It is the most refined and improved multiplayer experience. It just needs more maps at the moment.
