Its gotten low enough that it depends on the time. I am sure during prime, or even most, gaming hours you would find people, but at 4 AM (CST) it is incredibly dead. But yeah you could find a game easy enough though you would need the DLC to play most of it (so if you didn't buy the DLC the community will be even smaller) so it may be cheaper (unless you plan on buying ODST) to just get Reach or any other game.
Get a used copy of ODST from Gamestop for $10 because it comes with a separate disc that includes the entire Halo 3 multiplayer and all of the DLC maps are on it. I did this about a month ago and theres still a sizable online community for the game. If you went out and bought the normal Halo 3 game for 5 bucks, you would have to also shell out about an extra $20 or something to buy all of the DLC which would be incredibly stupid. Just get ODST used for $10 to have access to the entire Halo 3 multiplayer and all of the playlists.
