Is there an improvement with the newly built and shipped 360's?

I have one of the older 360's which came with a 20GB HD and it seems quite slow and has RROD once before. I have been considering buying a new Elite for better performance and obviously storage, mostly the performance though. Are the new 360's free of issues?

I was in the same situation you are currently in. I went ahead and purchased an Elite about a month ago. Seems like this machine runs quieter.

yes there is they use a newer chip that uses alot less energy thus producing alot less heat which is the main cause of the RROD. New 360 models will actually last.
