Well, if you enter any cheat codes in the game it automatically registers if you save and on your Stats it says "Times Cheated" So while spawning a car doesn't seem like a big deal it's stil considered a cheat.
I think achievements on the 360 kida ruined GTA a bit, because on the PS2 you could do whatever and it didn't matter as long as you played the game but now if you enter the wrong cheat and save you may lock an achievement unless you start over :P personally I do use the 486-555-0100 gun cheat because I dont care about that frickin' Cleaned the Mean Streets.
I heard that car spawns, although they are classed as cheats on the player stats menu, do not affect your achievements, but wether you want to risk it all is entirely up to you. Personally I have used no cheats because the vehicles aren't that hard to find. your best bet is to look on GTAhood.com
