Joining Parties through games for windows

If I have a head set can I join parties and talk to people the same way I would if I had an xbox? I know it sounds like a stupid question but hey sometimes there is limitations like that.

You can do private chat, but I don't know whether that can cross to Xbox users, or whether it's GFW to GFW only.
