I think a mexican, or latin, or somethign that has to do with them, anyways he is supposed to liberate places from the government, which is their cause
I think the name more comes from doing things "Just Cause" you can.
The game is pretty good and is definatly worth $15. It's sort of like Mercenaries only you can jump out of planes and stuff. The major downfall is that the environments aren't destructible.
i got elder scrolls 4 goty for 34 bucks new, pretty sweet but i think it was cause the person who priced it thought it was just oblivion greatest hit or w.e cause the dude at the cashier said that the price is werid but sold me it anyway
