Rare is currently under the ownership of Microsoft. Nintendo will not see another Rare title unless 360 sells the dev back to them. Unfortunately most of the talent at Rare left years ago which is why they launched games to middling reviews when they came to the 360. (And this is also why PDZ was not the same calibre of game as the original.)
If they did release KI, it would be a 360 exclusive at this point, and they would be fighting an uphill battle with the fighters of today that have presence on both the 360 and the PS3.
Which is a shame. I understand Rare is but a shell of its former self. If there is a glimmer of hope to the rumor a few months back that Nether Realm was trying to get the rights to it, well, let's hope so, because we know they'd create a KI that is true to its soul. E3 is coming :)
