if upon beating the game you didnt immediately choose to play a second playthrough with that same character....is it possible to choose at a later point to do that with the upgrades and such that it said you would receive if you chose to do the second playthrough?

yes, you can still play through your second playthrough if you don't want to play it at that very moment.

so i just start a new game and choose my old character?

You can import the save file from after beating the game, and you start off with your current level but stat/squad points are reset to put into different skills or the same ones and you have to find/buy and install upgrades again. You start with with some bonus credits and minerals too.
I found this importing ME2 tool useful because I didn't reach level 30 in my first playthrough, but when I started a new game on Insanity I hit level 30 after a few missions.

Dont mean to change the subject but i wish bioware had done it so that on the second playthrough you could switch classes at your current level, anyone else feel the same.

I feel the exact same way. It would make it much more desirable to do. I wished this since the first one. I almost never played anything other than a vanguard I believe because I didn't want to have to make another character when I could import another. It would be a good addition that would definitely encourage that second playthrough.

well I am currently working two playthroughs at the same time, one is the soldier class which i beat the game with the first time and the other is a completely new game sentinal, first time with the class. The only exercise of patience is the watching some of the scenes, but i want two complete playthroughs with completely different choices and outcomes for mass effect 3.

You're really missing out if you don't play it again, dude. I played through 3 times, and still haven't done everything i'd like. Right now I'm doing impossible mode and its a real pain the ass
