Can the 360 not connect to a Media Center PC if XBL is down? I tried a few time last night when XBL was still down and could not get it to connect. Any suggestions or insight?

Well XBL is back up. And as long as both your PC and 360 are connected to the same router, it shouldn't be a problem.
