well MGS3 is the prequal to the first game so really if you want to play the games in order of story line it would got 3,1,2,4

The only way it would come to the 360 is if MS released a Blu Ray add-on. The game takes up too much space to fit onto a DVD.

And it's a PS3 exclusive game...so yeah, you're gonna get locked for posting about it on the 360 forum.
