Where do you get that it isnt a full game otherwise? Each of those three characters klassic costumes and fatalities are already embedded into the game which means they are unlockable. That also means that there is a chance you can unlock them from the crypt anyway. If that is the case, the pre order just lets you get them quicker. If you cant unlock them from the crypt, then chances are you can get them via DLC. And no one is forcing you do preorder to receive any of the klassic costumes and fatalities. If you dont want them dont get them. They are just a bonus and in no way takes away from the game play. So again, tell me how it isnt a "full game". Stop trolling. Missing an exclusive skin for a character and possibly a new move hardly counts as being "incomplete".
EDIT: seems the move works just fine, so now it's just down to the exclusive skin.

You mean you can only get it to work with the exclusive skin? Because if so, I can get it to work without it. (im riding on 3 hrs of sleep i may be misunderstanding what youre saying)

Not to mention the ridiculous amount of content on the disc already. hidden fatalities, unlockable costumes and tons of different mode with a coherent story. if anything Capcom and Namco (they do Tekken right?) should take note.
