think my best emergency air drop was stealth bomber, chopper gunner, turret and a pavelow.
but no tactical nuke is not available in care packages. I would be pissed of I heard, i got a care package within 2 minutes of a game, and it was a nuke! -_- that would be a game killer.

Sad really... I got nuked 3 times in a row yesterday and I wanna nuke the game but my best without a death was 19 so far so I'm not getting it anytime soon. Would have been nice if an airdrop could give a nuke - even if the chance was .5%
No, you cannot get the Tactical Nuke from Care Packages or Emergency Airdrops.

..I was just wondering... if it is possible... coz i had everything except Nukes :) C'mon, it would suck though, people could literally end the game with 4 kills (3 with Hardline), lol.
well yes, if you get 4 kills and you get a care package. Then you move up to 8 kills and get emergency airdrop. Then you get another 17 kills from shooting people then you get the tactical nuke.
But no, any rewards from the care packages do not contribute to your kill streak. Imagine if like 3 chopper gunners and an ac130 dropped or something. It'd be out of control.
Edit: No :P, didnt fully reead the question. The highest killstreak reward is an EMP which has roughly a 3%-5% chance of dropping
