in his house or olavs tap and "something" im not sure exactly but i think hes by the eastern gate

You need to be in the Thieve's Guild to use Ongar. If you're not, use Shady Sam. At night, leave the Imperial City by the main gate, and immediately turn right so that the stables are to your left. Keep close to the wall and follow it around the city. You'll eventually meet a dodgy looking guy wearing all black. Talk to him - he'll sell you lockpicks.

How about doing the skeleton key quest? You'll never need to buy lockpicks again. ditcohomies
