Probably never free, possibly discounted for like a specific time but for some reason I have a hard time seeing them sell it for FREE.
If you notice in their quote they say it is the last of the 9SCHEDULED downloadable contents for the game. Shivering Isles is an expansion that was not one of those 9, so although we wont get any more great add-ons such as the spell tomes... (sarcasm if you didnt notice) I still have hopes for another expansion, although who knows if one will ever come.
As far as the DLC Monday, I cant wait! Especially that it is free, I paid for the spell tomes and the horse armor.. I feel as though Im getting paid back with this beeing free : p

Do you people not understand there are two expansions? Knights of the Nine (box set for PC) is the 1st one. Alone Knights of the Nine isn't an expansion, but adding all the previous add-ons (which they did in the box set) it is an expansion. Then there is the Shivering Isles.
Betheseda always has to separate types of expansions. One is smaller and doesn't add a new land, but more content mainly. Then the other is larger with new content and usually a new land to explore.
Now look back at Morrowind with the Tribunal and Bloodmoon and tell me that isn't exactly what those expansions were. The onlyreal new land Tribunal added was Mournhold which was a city (never got the expansion, but i am pretty sure that was the only new land more or less).
The 360 in truth doesn't really have 2 expansions because of how they split up the Knights of the Nine. They do however allow you to choose which content from that expansion you do want. Oh and plus if you add up the pricing it is about the same (if you download the Horse Armor your an idiot and that would actually cost you more than the box set if i'm right).
Oblivion does have two expansions, but one is split into various add-ons. The PC version however does actually have two non-split expansions.

I was actually going from a Gamespot News File that from what I remembered I thought that they quoted Bethesda put apparently not
"the last of nine official add-ons to the game"
But upon you asking for a source I thought Ild check the blogs of the lovely people at Bethesda and found this.
They there apparently say that they"are finally releasing the last piece of downloadable content we created for Oblivion."
So from what I had read before, my last post seemed correct, however upon further looking into it apparently this will be thelast bit of content we get for Oblivion
