Story

Basically, you play as a former talented Police Officer that, due to unfortunate circumstances, was unjustly removed from the Force. However, you have such a desire to help the citizens that you take matters into your own hands by cleaning up crime yourself. Normally, such vigilante behavior would earn someone a prison sentence. However, you were so popular at the among the City Police, they tolerate your actions. Soon, though, a major criminal event transpires. The Police handle it atrociously, putting the department at risk of investigation and the Captain's job on shaky ground. Faced with such troubles, the Captain offers you a large sum of money to go in and clean up.
So, after resolving the situation, thereby earning the Department much acclaim, the Force decides to continue to utilize you as a metaphoric "arm", paying you to secretly handle the messy jobs while they take credit. Thus, the game unfolds.
Gameplay
The game unfolds in a large, sprawling, living city, similar to NYC or LA. As the "mercenary", you can roam about the large metropolis as you please-in vehicles{such as cars, boats, and even some helos&planes}, by foot, or even by systems like buses, taxis, and subways.
You have a sort-of HQ as your apartment. This is where you keep your gun armory, mission status, computer, etc.
This is a sandbox game, so there(as of now) is really no defined, clear cut story. You just try to increase in reputation among the criminal groups and the Police Force. As you drive around, you will see all sorts of crimes-from minor incidents like domestic disturbances to major troubles like terrorist attacks and drug deals. As you sort out these crimes, you will be paid money, which can be used in many ways.
Money can be used for buying weapons at the gun stores, items like health and armor, it can be used for paying off people for information, bribing people for more time, buying new cars, and even buying new houses.
If you do feel like going on these "side-quests", you can always just mess around. However, you must be careful about how you do it. In the normal story mode, you cannot simply run down the streets with an assault rifle out. Depending on the weapon attributes, the more you're exposed with a weapon out, the more publicised your crime will become. If you are caught first, it is simply by the local Police. They will let you off, and cover the deed up. However, if you wield and RPG for an extended amount of time in public, higher authorites like the FBI may get involved-then it is out of the Force's hands.
Combat
This is a FPS, so obviously there will be a variety of guns and other weapons. However, there will be several new elements added to the mix...
1) You will only have a set amount of ammo. If you run out of ammo on a gun, you cannot use it until you buy more at a gun shop, of course, costing money.
2) If you leave your gun somewhere(I.E switch for an enemy's gun) it will stay there until you go retrieve it. You will not have that gun until then. The same goes if it gets too damaged.
3) MOODS: You can have different moods that directly affect gameplay, based on your surroundings. For example, if your engaged in an intense firefight, you will have faster, more intense reloads and fire quicker, but will suffer from poorer aiming and more blurred vision.
RPG Elements
There are also many RPG elements to the game. As I mentioned, money will factor in greatly, there will be stores for purchasing, and a system of ranking up(through reputation and experience).
Also, there will be numerous NPCs, which will not simply be talking heads. They will have intricate personalities, will choose to befriend you or distrust you based on how you treat them, and send you on many missions(for money, as always). They will also do you favors as you increase your rep. with them, and build your friendship.
