I am not talking about downloading the games (and I know some are availble at stores) , I am talking about games that I have bought from the Arcade only allow me to play the trial version when I'm not online. I know this was true about games that I have redownloaded on to the harddrive but it doesn't allow me to play the full version of any arcade game. Anyone know why?
It's a known issue with M$, anti-piracy "feature" that's supposed to prevent sharing XBLA titles. Your original license for downloaded XBLA games is attached to your gamercardAND the hardware you downloaded it to. If you aren't connected to Live, you may only play the trial version if you aren't using original hardware. For example, I had downloaded several games, then my xbox RROD'd. I was able to redownload everything for no extra charge, however, I can only play the full version now when I'm connected. They said in March '07 they were working on a fix- there's an article about this in OXM (OXM Jan '08, issue #79).

Microsoft will never fix this issue, it would ruin their pleasure in making people buy the same games again inorder to play offline.
and thats why I'm don't want to buy any more arcade games or even xbox originals till this problem is solved, which I hope isn't never =(. Half the time I want to play the Arcade game in the first place its because I don't have internet for whatever reason.
