I have been searching for a Fine Steel Warhammer for a while, but haven't found one anywhere. I don't know if anyone will be able to help, but if you've gotten one could you please tell me where you found it?
random loot,marauders carry it around, and like gleme said alot of orcs do as well. i assume you are at a low level if you are looking for fine steel so it should accompany your level.
