Just activate the quest that you need to find Bauras, it will lead you to him. Also, when you become level 10 go here

When you complete the quest you get an unbreakable lockpick, but you have to be level 10 to start. And to join the Thieves guild, you must be put in jail for stealing something. Or, go to the waterfront district at midnight in the Imperial city. Behind a house you will find a guy with a torch, talk to him.
