Oblivion Spell Casting Question

I used to be able to cast a lot of spells. But now randomly every time I try to cast any spell it says "Your skill level is to low"

Whats that mean? Even the spell Flare doesn't work. And I could use that at level 1.

How do I get my skill level up?

My Willpower is red and 4 levels under what it's supossed to be. So I tried trinking a potion that made it go green over 6 levels over what it's sopossed to be. And I still couldn't cast any spells. Then it went down to red again. Then I tried eating some food that restores Willpower And it's still red 4 levels under it's normal level.

What the heck? :(

It's probably an annoying debuff, but it sure sounds like a glitch.

Still at such a low level, what could debuff you so bad that you can't cast spells? Strange.
