It's not DLing new content, it's just loading all the stuff you already downloaded on the HDD.
I know, it's very annoying to wait every time you boot the game up for that crap to load. Since I have every single DLC it takes foreeeeeeeeeeeeeeeever.
If the content is already on the HD (I'm not doubting it) why is it that if your internet connection is down the game can't access the downloaded stuff?

the same reason you cant play arcade games that uve bought. ok so if you have had your console replaced(most of us have) then you have a problem, ok so to put it in english. when you buy a piece of content it gets two licenses. one to your gamertag, and one to your console's serial number. so if you have a new console it will only let you access downloaded content through xbox live. so thats why

i just finished gtaIV so i decided to play oblivion and i had the same crap happen. i wanted to play at my mother's house but i cant because she has no internet.
