Does the Orange Box come with all the available Half-life games?

No, just half life 2 andhalf life 2 episodes 1 and 2

It comes with all the ones that are currently out Half Life 2, Half Life 2 episode 1 and episode 2. Also I think they are making a third soon.

The Orange Box does NOT contain, Half Life, Half Life Opposing Forces, Half Life Blue Shift, Half Life 2 Lost Coast.

For the complete list - The Orange Box contains:

HalfLife 2
HalfLife 2: Episode One
HalfLife 2: Episode Two
Portal
Team Fortress 2

It does not contain any other games or add-ons made before or after by Valve.
