person stealing accounts

ok so there is this person i know who steals accounts on xbox live so he dosent have to pay for membership im not sure how he does it but its not right im wondering how i can report this.

I would send a private xbox.com forum message or xbox live message to Stepto, He is in charge of the people who deal with this kind of stuff
