Persuade not showing up in Oblivion?

I am trying to find an elf for the Dark Brotherhood quest in Oblivion called "The Lonely Wanderer" and it requires me to find an elf in the Imperial City, which I've done, I found two at the front of the Arena. but in order for me to get the info I want I need to persuade/bribe them and I can't seem to get an option on either to do it. It wasn't easy finding ANY elves so does anyone have advice? Maybe you know where different elves are?

I believe that is the quest where your looking for the skooma addicted guy? he lives in that hotel on the circle in the temple district if thats the one im thinkin of u can skip the whole annoyance of persuading them and talk to his wife like i say only if im thinking of that :)
