Problems with Xbox 360

My brother bought an Elite yesterday. It came with a 120 GB hard drive, and we already have a 20 GB one. In the 20 GB hard drive, we (me and my two brothers) have all our DLC, Arcade games etc. But. We have one problem. The DLC, the Arcade games, they all are only playable with the profile they were downloaded with. We didn't have this problem with our old Xbox. For example, Castle Crashers can now only be played on my profile. Oblivion's add-on packs only work on my profile.

Is this some kind of an update? Or does each one of us need the Gold membership (only I have at this point)?

Any help is appreciated.

Oh, to fix this, you must go to your Account Management -> Download History and re-download all DLC again. It won't take long, but what happens is you're allowing other profiles to play your downloaded content on your console. I had to do this when I got my Xbox 360 back from repair. It should work.
