Question about 'Cars" Purchaseing in GTA4

My question my be simple or not evan have an answer to it, But is it possible to Purchase Cars i am 34.01% done with the game so if its comeing up *Please dont reply* i shall wait for it. Thank you. Or if theres any nice spot where you know Nice Cars.
