it means your account is under 18 thus not an adult account, meaning you can't DL M or T rated games.. I wish the mods would make a sticky about this so many of these threads daily.

Maybe Microsoft is trying to parent you? They obviously don't think your old enough to be downloading some stuff. :P

That message comes up because the Windows Live ID thats assigned to your gamertag is under 18 and is classified as a Child Account. And yes, even if you are 17 and able to buy the rated M and T games yourself, you will still have this problem as long as you have a Child Accountnielthan
I don't think there is a way to assign a new .net passport (hotmail account) to the gamertag. However there may be a way.
If so make an account with a fake Date of Birth making you old enough for all games. :)
