Im probably getting both but since my birthday is October 3rd and Rock Band 2 is released in September, Ill be getting Rock Band 2 first. Probably getting Guitar Hero 4 at Christmas, and Im picking up Guitar Hero 3 this week.
Edit- Im just getting the stand-alone Rock Band 2 game, since I have the first games instruments and play constantly.
Which ever game allows you to make your own song (With ease is key) will undoubtedly come out on top. There's alot of uncertainty with games now a days, but i think this is one of the few safe bets. Look at how many topics there are arguing about what songs they should and shouldn't put on. You got the emo fans on the verge of tears and the heavy metal guys on the brink of growing their hair out a la Poison, on what songs should be included.
That said, If they can make a feature to create your own songs (Me personally, i would spend days making Incubus, YellowCard, and 311 songs) and do it in a user friendly manner, that will be the better game. Tailor to the gamer and what they want and you will have a strong product.
Think of it this way. How many songs on Rockband or GH do you never play cause you might personally dont like them. FOr me atleast half of the songs on RB (DLC included) i can't stand.
On GH when you make your own song you can only make instrumentals instead of the real song for copyright purpose.
I have to do with RB2 because I have lots of DLC songs for RB.
