Im looking to buy a used copy of the game, I know it has an Online Pass but does the DLC also need to be redeemed using a code or can you play it without doing so?
@Oemenia: You'll have to buy the online pass if you want to play online, but all of the DLC, excluding Bloodsucker, is on the disc and doesn't need a code. You don't really need Bloodsucker, but here's a list from the wiki that lists what it includes:

Dracula Blood Sucking Skill (performed by executing a Human Shield)
VIP Cash Boost Bonus (25% increase to all cash received)
VIP Hourly Income Bonus (Hourly City Income of $2,500)
