GTA4 takes a serious, cinematic approach to their game and tell a very compelling story with detailed graphics and and makes you feel like a big, bad, powerful, dangerous, legendary, mercenary. Saints Row 2 takes a more ridiculous street gang approach but is still incredibly effective in it's delivery. The story is short but mini-games are tons of fun and you have to play a lot of them to continue with their game. If you want to go around town blowing stuff up, getting crazy tattoos and getting wasted and then blaring straight down a street with your Nos at full power and trying (or not trying) to avoid everything that gets in your way then Saints Row 2 is probably for you. Both games are great, it really depends if you're more in gaming for the action (not to say there isn't any in GTA) or for an incredible interactive story (with excellent multiplayer).
I preferred GTA IV, but SR2 was more fun for just messing around in simply because of how over the top it is. One other thing that I liked SR2 more for was customizations, not only of the cars, I hate nearly all the clothing in GTA IV you can either look like you just got off the boat or like a smug rich guy

GTA IV tends to get annoying after the tenth time a high speed pursuit with the police has been interrupted by your cousin calling you and asking to be taken to a strip club.
