Definitely 100% unequivocally it will look tons better on the monitor. Don't let anyone convince you otherwise. Monitors are high definition by nature, so it will have a resolution that is much higher than the standard 480i resolution of a tv (which is only 640 X 480 and not even a progressive scan image, so it will look less smooth, too). Most monitors in the 17" to 19" range will look great at the 720p resolution which is 1280 X 720 or something close to that, depending on the monitor itself. Just use a VGA connection and you'll even be able to upscale all your DVD's to the higher resolution of the monitor, too.
By the way, the monitor that is shown in your photo is not widescreen, so 1024 X 768 (which is a 4:3 ratio instead of a 16:9 ratio) might look better.  Try different resolutions and see which one works best.

One size fits all. The Microsoft cables are $40, but there are pelican (I think?) VGA cables that are only $20. A worthwhile investment if you want to game in HD on the cheap.

I play on the same monitor. the only thing is that monitor only supports 1024x768 i couldnt get it to 1280x1024 witch is equal to 720p. they both look really good.  but you'd tell a difference on the pc monitor. i have a 17" compaq 7500 witch supports 1280x1024 and it looks amazing. it looks really good on the sdtv too. but i play on both. on my sdtv when im in my room and on the pc monitor when im in my repair shop
