The reasons you listed are pure donkey turd as it had plently of character development and one of the best stories ever. However, I'm not a fan of the game because it played REALLLLLLLLY dull. The story and characters were fantastic.
I never really knew who the heck I was playing as... Some guy who was in a plane crash and went to the bottom of the ocean... I didn't actually feel like I was needed to save Rapture, I just kind of "Kindly" did everything I was told...why were the little sisters even there in the first place?

yes it is, all of it. Did you even pay attention to... anything?? No wonder you felt it had no story! What, did you play My Chemical Romance over the entire game or were you just waiting for a cutscene with lots of explosions and b00bs and stuff?
The character development comes from listening to the radios you find, and when you listen to them, they are actually quite intriguing. How about instead of going back and playing it again for the achievements, you go back in time and kill yourself before making this topic.
Reading this, I cried a little inside. BioShock has one of THE best stories if you actually pay attention. The moment I beat it, I hopped online and began checking summaries just to piece together all I missed.
So, what I got out of the story was... Andrew Ryan made Rapture, then everyone started using plasmids and got all spliced up Atlas wanted you to help him save his family Ryan kills the sub that supposedly had his family in it... ADAM shows how wealthy you are and is like money that is inside of you The little sisters harvest ADAM from dead bodies and the lady is trying to free the little sisters because their minds were messed up and the Big Daddies protect the little Sisters for reasons I don't know Fontaine is running a smuggling operation and is bringing Bibles into Rapture and is exposing it to the outside world Ryan tries to kill Fontaine Fontaine leads a revolt against Ryan Atlas convinces you that Ryan is trying to blow up Rapture because he is evil then you kill him Atlas is really Fontaine The little sisters take all of the ADAM from Fontaine and he dies You lead the little sisters out of Rapture Then end
