If your account is restricted then you will have to wait til you are 18 to promote it to an adult account. Then once it is an adult account you can download whatever. Kinda makes sense if you think about it.

I know some one that had a prob with doing that. He was lazy when he signed up for live and just put in like 2004 for his birthday instead of picking the proper one. Now he is 18 but cant promote his account because the record says he is like 6! I hope you where smarter than him :)
